Vitamin C effectiveness/absorbsion question

I think I remember seeing something to the effect that vitamin C doesnt aborb well in certain people . (with certain illnesses, or that take certain medication) I take plaquinel and Synthroid for rhuematiod arthritis and hypothyroid. Does anyone know in what cases vitamin C is not effective, or does not get absorbed into the body?
