Ring around the eyes

Stroke and heart disease run in my family. I have noticed that my Dad, his brother and mother all have a translucent, white ring around the outside of the iris of their eyes. I am 41 and have had it for over ten years that I am aware of. I have been told that this means that I have poor circulation in my head. I am type O, just starting on the diet, have normal weight, blood preasure and colesterol. Does any one know for sure what this ring means and is it reversible?
