Durum Wheat/Vinegar for Type A

The diet for A's under the section "Breads and Muffins", you suggest avoiding durum wheat. Yet under the section Grains and Pasta, durum wheat flour is neutral. Is this correct and can you explain. Also, can I use rice vinegar, or are all vinegars off limits?
