I believe it's a kind of ray, and we have no ratings for any type of ray in TYPEbase 3 -- so no help there.
Os can eat just about any kind of meat, fowl and fish -- the avoids are very few and far between.
For ABs, well... Skate isn't a flat fish like flounder & sole, nor a shellfish, nor a heavily oiled minifish like herring... it might well be fine for your husband.
In any case, if you are both healthy and satisfied with your weight and energy levels, you can treat unknowns like skate as "neutral."
