In order from best to worst:
1. Teir 1 Beneficial = Most super-ultra-beneficial
2. Teir 2 Beneficial = Moderately beneficial
3. Neutral, any teir = Food
4. Teir 2 Avoid = Mildly detrimental (misdemeanors)
5. Teir 1 Avoid = Worst avoids (felonies)
