Let's think about the T system in terms of a software analogy:
T1 + T2-As Neutrals
+ Neutrals = Blood Type Program 'Lite Edition'. This is a health enhancement level."

The first sentence states that values change according to goals. Later he refers to "T2-As Neutrals".
I agree the explanations have caused horrible confusion. This needs to be explained in some other fashion in the book. The Tier system works for organizing information, but it is a real bear to explain in print.
