Some people in Utah did a lot of research to address that question. It depends on which active ingredent in the garlic you want.
The link below is to an abstract of the researcher's results. If the link works, great. If not, a search of PubMed (see link on the main page of this website) using the keywords "diallyl sulfide" will pull up three references of which the link is one.
Happy garlic eating -- A super salad dressing using lemon juice, garlic, olive oil, some salt, and spices was invented by Heidi (recipe is somewhere around here.) Our household loves it.
