What does Flocculates serum or precipitates serum proteins mean - how does this affect the body?

It means that this food can make your red blood cells stick together. It's not a strong enough reaction to directly cause heart attacks or strokes- if it was, mainstream medicine would appreciate the blood type/food lectin link by now. But it is a strong enough reaction to make things work sluggishly in your body, cause subtle damage to blood vessels, inhibit healing, etc.
